There are income limits for USDA, but none for FSF. So even if one isn't eligible for USDA, all are eligible for FSF.
Also, there is a ONE adult per household rule, which applies to both, USDA & FSF, regardless of how many members are in the household.
2. What is required to sign up?
All participants are required to fill out the documents from USDA & FSF. Documents are in multiple languages. USDA requires the participants to fill out the documents once a year. FSF documents are done only once.
